Norway is ideal for walking (especially on the west coast) is ideal, but no budget, unless you are willing and field conditions. There is free access to the country, which means that you can win everywhere in nature to camp as long as you can configure at least 150 meters from the nearest be accommodated. The focus is too expensive for a travel budget.

Scotland and northern England are great for biking and walking sticks. Several long distance trails with shelters along the way, they are absolutely fantastic. In a little cranky (association can properly is very important), but the roads are traveled pretty far and safe. I commend the West Highland Way with Ben Nevis alternate travel. A friend of mine and the Southern Upland Way and I really enjoyed the walk. Hostels are not too expensive, and they are numerous in the Highlands. There are some decent tours outside the big cities such as Edinburgh. If you have never been to Europe, would be my recommendation.

France, ItalyLy and Switzerland are expected to have big ups crossing, even though I have never done me so I can not recommend anything.
